Recognition of foreign degrees

General information

Recognition of foreign educational certificates is a standardized form of legalization in the Russian Federation of the education received abroad.

There is a distinction made between academic and professional recognition of foreign educational certificates.

Academic recognition allows the educational certificate holder to continue his education at an educational institution of the appropriate level in the Russian Federation. Professional recognition allows the educational certificate holder to engage in his profession in the Russian Federation.

On September 1, 2013 a new Federal law from 29.12.2013 № 273-FZ "About Education in the Russian Federation" (hereinafter-the Law) entered into force and introduced significant changes in both the conceptual apparatus of the education system and the education system in general.

Recognition of foreign education and (or) foreign qualification in the Russian Federation is carried out on the basis of article 107 of this Federal law, according to which the Russian Federation foreign education recognized in three ways.

First, foreign education is recognized by the verification process of education documents covered by international treaties of the Russian Federation on mutual recognition.

According to part 3 of article 107 of the Law, if the education falls under action of the international treaty on mutual recognition, it is admitted on the territory of the Russian Federation without passing the recognition procedure (the certificate on recognition of foreign education and (or) qualification on the territory of the Russian Federation isn't provided).

The same academic and (or) professional rights as to owners of corresponding education and (or) the qualification received in the Russian Federation are provided to owners of foreign education and (or) the foreign qualification recognized in the Russian Federation, if not mentioned otherwise by international treaties on mutual recognition.

Second, foreign education and (or) foreign qualification received in the most prestigious foreign educational organizations of higher education are recognized in the Russian Federation without the process of education evaluation. The list of these organizations is published annually by the Government of the Russian Federation on the basis of the international rankings.

Third, in other cases, the recognition of foreign education and (or) a foreign qualification by the Federal Service for Supervision in Education and Science (hereinafter - Rosobrnadzor) on the basis of the examination conducted by Russia’s National information center, Main State Center for Education Evaluation.

In accordance with Art.107 of the Law “About Education in the Russian Federation” recognition of foreign education and (or) qualification is based on expertise, responsible for carrying out: 

  • Assessment of level of education and (or) qualification; 
  • Determination of equivalence of academic and (or) professional rights granted to the holder in a foreign country, in which the education and (or) the qualifications were obtained, and the rights granted to the holders of the relevant education and (or) the qualifications obtained in the Russian Federation. 
Medical and pharmaceutical professions and aviation specializations for gaining professional occupation require an additional procedure.

Health watchdog Roszdravnadzor grants admission to professions to holders of educational certificates in medical and pharmaceutical specializations. See the following link (in Russian).

List of documents for the recognition procedure 

According to Russian legislation, the following persons may apply for the procedure of recognition of foreign educational certificates: 

  • certificate owners; 
  • legal representatives of the certificates owners; 
  • agents who operate based on letters of attorney, from certificates owners or their legal representatives. The letters of attorney should meet the Russian legislation. 
In accordance with legislation, applicants for the procedure of recognition of foreign educational certificates have to submit the following set of documents as well as application form: 

  • the original of educational certificate; 
  • the original of educational certificate’s supplement (in case if issuing certificates with supplement is required by legislation of country where the certificate was issued);

    • a copy of the personal identification document of applicant (generally, passport) as well as a notary certified translation this document into Russian (if this document is not in Russian); 
    • if the set of documents is submitted by agents based on letter of attorney, a copy of the personal identification document of certificates owner as well as a notary certified translation this document into Russian (if this document is not in Russian) are required;

    • a copy of educational certificate as well as a notary certified translation of this document into Russian (if this document is not completely in Russian);

    • a copy of educational certificates supplement (in case if issuing certificates with supplement is required by legislation of country where the certificate was issued) as well as a notary certified translation this document into Russian (if this document is not completely in Russian);
How to submit and hand in your documents?

State fee


In accordance with the Tax Code of the Russian Federation, issuance of the Certificate of Recognition requires a state fee, which is regulated according to subclause 49 and 50, paragraph 1, article 333.33 of the Tax Code of the Russian Federation.

The amount of the state fee for one certificate is 6500 rubles (from January 1, 2015).

The amount of the state fee for one duplicate is 300 rubles (from January 1, 2015).
